Battery drainage issues on running apps (Android)

The location services is to ensure accurate voice cues. Sometimes the OS will kill the app if it’s been in the background for too long. But by enabling location services, this ensures that the OS does not kill the app. 

Due to the many different Android devices, each manufacturer has their own software overlay, with their own battery management. Please see how to fully close an app according to your device.

As for the running app, if you only minimize the app, the app may still be using GPS, so you want to fully close the app after you’re finished with your run.
