The location services is to ensure accurate voice cues. Sometimes the OS will kill the app if it’s been in the background for too long. But by enabling location services, this ensures that the OS does not kill the app.

As for the running app, if you only minimize the app, the app may still be using GPS, so you want to fully close the app after you’re finished with your run.
