Are you still using the same Apple ID as before? Your purchases are tied with your Apple ID.

If you are sure that you are using the same Apple ID, and the restore purchase option did not restore your purchase.

You can either

  1. Contact Apple as they handle all purchases
  2. Try to purchase it again, the system should see that you’ve already purchased it before and will not charge you.
